Low E/T Ratio does not always indicate a problem. The bottom band contains two distinct states:
Restricted — the vehicle slowed or stopped for a valid external reason, such as congestion, yielding, or a signal. This is expected behavior within design intent.
Timid — the robot froze or slowed sharply due to uncertainty. This is a failure mode that erodes trust and disrupts traffic flow.
The blue dot in each low E/T Ratio cell shows the share classified as timid. Larger dot = more timid. Smaller dot = more restricted.
